Ad-hoc Public Services
Across many communities, essential public services such as health services, surveys and data collection, mass education campaigns, environmental interventions, rescue or support to emergency victims and many more are often constrained by limited manpower and resources. Recognizing this challenge, the Voluntary Aid and Development Organisation (VADO) established the Ad Hoc Public Services program — a strategic volunteer deployment mechanism designed to complement government efforts and strengthen service delivery at the grassroots.
This initiative mobilizes trained volunteers to support short-term or emergency public service needs, ensuring that no community is left behind due to administrative or resource delays.
About the Initiative
The Ad Hoc Public Services initiative engages a pool of skilled and semi-skilled volunteers who can be rapidly deployed to fill temporary workforce gaps in public institutions, social programs, and community projects.
These volunteers are matched to assignments through the Labour Voucher (LV) platform, which tracks hours, measures contributions, and issues volunteer Time Credits as a form of recognition and reward.
Typical service areas include:
- Voter awareness and election monitoring
- Community health and sanitation campaigns
- Environmental restoration and disaster relief
- Education support and literacy programs
- Data collection and civic registration drives
- Infrastructure maintenance and public works
This initiative aligns with the UNDP’s Human Development Framework and the ILO’s Decent Work Agenda, promoting inclusive participation in public service delivery, and advocates for productive, freely chosen, and equitable forms of work
