Course Overview

The Volunteer Engagement Course (VEC) is a structured professional training designed to build capacity for managing and participating in volunteer-driven development programs. It introduces participants to global and national practices that connect volunteerism with employment, social protection, and civic responsibility.

VEC promotes the recognition of volunteer work as a pathway to employability, leadership, and sustainable development, strengthening the ecosystem that supports public, private, non-profit, and community service initiatives.

Course Objectives

  • To equip participants with the knowledge and skills to design, manage, and evaluate volunteer programs.
  • To align volunteerism with national frameworks on social protection, job creation, and digital inclusion.
  • To promote civic participation and human capital development through structured volunteer engagement.
  • To integrate volunteerism into institutional, corporate, and community development practices.

    – National volunteer systems and legal structures

  2. Volunteer Management and Institutional Integration
    – Recruitment, motivation, and retention strategies
    – Ethics, inclusivity, and safeguarding in volunteer programs
    – Public–Private–Community collaboration models
  3. Workfare and Employability Pathways
    – Recognizing and certifying volunteer skills
    – Linking volunteer experience to job creation and enterprise
    – Time-credit and labour voucher systems
  4. Digital Tools for Civic Engagement
    – Leveraging digital platforms for volunteer coordination
    – Data tracking, impact measurement, and visibility
    – Integrating technology into field operations
  5. Social Protection and Volunteer Welfare
    – Introduction to the Voluntary Social Insurance Scheme (VSIS)
    – Occupational safety, health, and benefits for volunteers
    – Policy frameworks for volunteer protection
  6. Monitoring, Evaluation, and Reporting (MERL)
    – Measuring impact on employment, social inclusion, and productivity
    – Reporting frameworks for donors and government agencies
    – Establishing Volunteer Labour Observatories
